You raise a very intresting point. I do believe that western democracy has failed not only Romania but a lot of other countries in the curent political climate.

I actually belive in a concept quite close to what you write about in the Tiered Democratic Governance article called Decentralised Socialism which can draw many parralels to what you talk about.
